GHK provides research, evaluation and consulting services in public policy to clients in the UK and elsewhere in Europe. Clients include public sector agencies at the trans-national, national, regional and local levels, third sector stakeholders and the private sector. Work is undertaken throughout the policy cycle, from problem identification, advice on policy formulation and strategy development, ex ante evaluation and impact assessment, through to support for policy implementation and ex post evaluation. Assignments make use of the best available theory, analytical methods and empirical evidence. They benefit from the multinational nature of the GHK team and its wide range of academic backgrounds, including economics and social and political sciences.

GHK’s approach to public policy is driven by a strong interest in improving social welfare through better public policies. This recognises that whilst policy fields are for practical reasons specialised there are always connections between policies and policy goals. GHK’s work is informed by an appreciation of these connections and the likelihood of trade-offs and win-wins when making policy and related resource allocation decisions.
